Its contributors, with the help of new methodological approaches, cover econometric methods and international test score data and examine the determinants of educational outcomes and issues surrounding teacher salaries and licensure. Reflecting government demands for more evidence-based policies, they take new looks at institutional features of school systems. Volume 4 considers "What is the value of an education?" Pointing to the disparities between wealthy and impoverished school districts in areas where revenue depends primarily upon local taxes, reformers repeatedly call for the centralization of school funding. Their proposals meet resistance from citizens, elected officials, and school administrators who fear the loss of local autonomy. Bryan Shelly finds, however, that local autonomy has already been compromised by federal and state governments, which exercise a tremendous amount of control over public education despite their small contribution to a school system's funding. This disproportionate relationship between funding and control allows state and federal officials to pass education policy yet excuses them from supplying adequate funding for new programs. The resulting unfunded and underfunded mandates and regulations, Shelly insists, are the true cause of the loss of community control over public education. Shelly outlines the effects of the most infamous of underfunded federal mandates, the No Child Left Behind Act of 2001 (NCLB), and explores why schools implemented it despite its unpopularity and out-of-pocket costs. Shelly's findings hold significant implications for school finance reform, NCLB, and the future of intergovernmental relations.

There are critical roles in the budget process for the Superintendent, Finance Officer, and internal and external stakeholders. The superintendent functions similar to a Chief Executive Officer; they are the main go-between for the board of directors and the district. Providing a vision for the school district as a whole is critical, as well as working to ensure community engagement provides a comprehensive 360-degree perspective – which in turn drives the budget process to ensure it reflects the community served.School budgets, regardless of geography, follow state procedures for both development and final approval. These perfunctory tasks include putting a budget on display for viewing – receipt of public comment and a vote. What this book seeks to provide are ideas for incorporating ongoing community discussion and dialogue on the budget process. This book additionally provides insight and information unto the budget process that drives all school decisions.
