This book analyses the relationships between technological advancement and innovation, and trade performance. It concentrates, in particular, on the contribution of research and development expenditures, and skilled labour, to exports. It examines what determines expenditure on R & D, and whether there is a chain of causation from exports to R & D. The book reviews and develops the existing literature both on the relationship between technology, skill and trade flows, and on the determinants of research and development. It also looks at relative technological competitiveness and export performance in the USA, Japan, West Germany, the UK and France. It examines empirical evidence for the theories analysed on the basis of cross-section studies of UK manufactured exports, imports, and net trade; of changes in the trade variables, and of R & D spending. A comparative study of the UK and West Germany is also provided.

Industrializing countries face a variety of problems as they adopt new technologies. In order to compete successfully they need to make use of the most recent technological improvements and develop appropriate training patterns and management techniques alongside them. This process is often too expensive and developing countries need to assess which innovation offers the best investment. "Development, Technology and Flexibility" looks at ways of forecasting the use of innovation within industries in Brazil. It analyzes the growth of firms and the organizational techniques employed to aid flexibility in industrialization, showing how companies can increase their market power by the strategic application of innovation. Brazil provides the ideal focus for the study, poised as it is between the Third World and fully industrialized countries. The authors' extensive use of case studies encompasses a range of industries from machinery to footwear. They discuss the implications of new manufacturing systems for employment, training, quality, decision-making and the economy as a whole, showing how technology transfer can be made to work for successful development. This book should be of interest to academics, postgraduates and undergraduates in new technology, industrialization, international business, development economics and politics. It should also be of use to professionals in business in Latin America.

Information, Innovation and Impacts - a joint project between the Program of Research in International Management and Economy (PRIME) at the University of Ottawa and Statistics Canada - brings together economic, social and statistical views of the impacts of the innovative uses of information. It examines the costs as well as the benefits of rapidly expanding availability of data, of information, and of codified knowledge, and it provides suggestions for future work and research. This project fits into an on-going research program at Statistics Canada to develop indicators for science and technology (S&T) in a more coherent manner, and it fits into the research program of PRIME to better understand the dynamics of innovation in an information economy. Together, Statistics Canada and PRIME strive to tell the story of the activities in S&T systems, their interactions, and the outcomes as actors go about the generation, transmission, or mediation of knowledge, information, and of data, as part of the effective functioning of the system.

In an era of intense knowledge-based globalization and technology-based competition, the central role of networks, alliances and partnerships is now becoming recognized. By looking at the dynamics of these strategic organizational activities, leading authors in the field examine, in this book, how firms align themselves, how they use networks and enter into partnerships in order to develop new or radically improved processes, and how they introduce new or radically improved products to the market. The topic excludes, as the primary interest, spatial effects, such as those found in geographic clusters, or in regional innovation systems. The focus here is instead on the innovation process, and therefore examines framework issues about how we can assess networks of innovators, measurement issues for both researchers and official statisticians, and impact issues for both industry strategists and policy makers. Using an evolutionary perspective, and drawing on a range of disciplines, Networks, Partnerships and Alliances explores important issues at the conceptual, methodological and comparative levels concerning the construction of comparative advantage.

Public Technology Procurement and Innovation studies public technology procurement as an instrument of innovation policy. In the past few years, public technology procurement has been a relatively neglected topic in the theoretical and research literature on the economics of innovation. Similarly, preoccupation with `supply-side' measures has led policy-makers to avoid making very extensive use of this important `demand-side' instrument. These trends have been especially pronounced in the European Union. There, as this book will argue, existing legislation governing public procurement presents obstacles to the use of public technology procurement as a means of stimulating and supporting technological innovation. Recently, however, there has been a gradual re-awakening of practical interest in such measures among policy-makers in the EU and elsewhere. For these and other related measures, this volume aims to contribute to a serious reconsideration of public technology procurement from the complementary standpoints of innovation theory and innovation policy.
