The Federal career Senior Executive Service (SES) is the highest ranking management level in the Federal government. The SES is comprised of leaders who are responsible for leading the Federal government through continuous transformation and for being accountable for individual and organizational performance. The career SES has been historically white male dominant; however, the Federal government has an excellent opportunity to increase the racial, ethnic and gender diversity in the career SES. The large number of senior leaders who were eligible to retire in 2007 opened the door for the Federal government to enhance its diversity efforts and create a representative leadership corps. Reports by some Federal government agencies indicate that diversity in the career SES corps has increased while some reports reveal that the Federal government has not yet achieved a representative leadership corps. This paper examines the extent that ethnicity and gender influence representation in the pipeline to and within the SES.
