In the course of the author's studies, he was drawn to the conclusion that the political rather than the military aspects of the WTO were more important, and more fruitful for research. But the author does not deny the substance of the military factors. Of the two, the political and the military, it is the author's analysis that the former takes precedence over the latter in the formal context of the organization. Where there are formal military ties, the author indicates their scope and significance. The author's conclusion is that the actual military relationships within the formal alliance are extremely limited. The content of this book reflects such an analysis. The policy throughout has been to base research on open original sources, not just from the Soviet Union but where possible from the non-Soviet members of the alliance. While Western sources have been consulted, they have played a peripheral part in the analysis. The aim has been to explain the WTO in the words of its own documents.

The 1982 Law of the Sea Convention, the result of 14 years of negotiation, was accepted by 159 nations. It was, however, rejected by the Reagan administration, a position quite at odds with the widespread international support the treaty enjoyed from other nations. First discussed is the customary law of the sea and efforts to negotiate a stable, legal regime, focusing on seaward expansion of coastal-state jurisdiction. The book also looks at United Nations efforts to regulate the exploitation of deep-sea mineral deposits, the conflict between developed and developing states at the Third United Nations Conference for the Law of the Sea, and the decision by the United States to proceed unilaterally with seabed mining. An analysis is given of U.S. objections to the Convention and of the legal status of deep seabed resources, concluding with an evaluation of the Convention's importance to the United States. The book explains these processes through two mutually reinforcing frameworks: club goods theory and the concept of complementarities.
