The aim of this book is to present the potential benefits as well as the challenges of introducing a more formal economic regulatory process into the urban water sector arena in lower-income countries. There is a particular focus upon the impact this may have on the poorest, the informal, slum and shanty dwellers of the rapidly growing cities. Economic regulation, usually introduced in the context of private operation of monopoly water supply, can deliver objectivity and transparency in the price-setting process for public as well as private providers. The book describes and analyses these issues through a consideration of ten country case studies. As a starting point, the current situation for the provision of water and sanitation services for the poorest through non-regulated public providers in India and Uganda is reviewed. Comparative chapters are then presented on Ghana, Philippines, Bolivia, Jordan, Zambia and Indonesia, all with varying degrees of private sector involvement and regulation. Finally the experiences of two richer countries are considered - Chile and England, countries with the longest experience of economic regulation and the 'most privatized' suppliers. In all cases there is a focus on the very necessary role of customer involvement in price-setting and service monitoring and on the role of alternative (private) service providers.

The environmental history of the Colorado River delta during the past century is one of the most important—and most neglected—stories of the U.S.-Mexico Borderlands. Thanks to entrepreneurs such as William E. Smythe, the surrounding desert in Arizona, California, Sonora, and Baja California has been transformed into an agricultural oasis, but not without significant ecological, political, economic, and social consequences. Evan Ward explores the rapid development of this region, examining the ways in which regional politics and international relations created a garden in the Mexicali, Yuma, and Imperial Valleys while simultaneously threatening the life of the Colorado River. Tracing the transformation of the delta by irrigated agribusiness through the twentieth century, he draws on untapped archival resources from both sides of the border to offer a new look at one of the world's most contested landscapes. Border Oasis tells how two very different nations developed the delta into an agricultural oasis at enormous environmental cost. Focusing on the years 1940 to 1975—including the disastrous salinity crisis of the 1960s and 1970s—it combines Mexican, Native American, and U.S. perspectives to demonstrate that the political and diplomatic influences on the delta played as much a part in the region's transformation as did irrigation. Ward reveals how mistrust among political and economic participants has been fueled by conflict between national and local officials on both sides of the border, by Mexican nationalism, and by a mutual recognition that water is the critical ingredient for regional economic development. With overemphasis on development in both nations leading to an ecological breaking point, Ward demonstrates that conflicting interests have made sound binational management of the delta nearly impossible. By weaving together all of these threads that have produced the fabric of today's lower Colorado, his study shows that the environmental history of the delta must be understood as a whole, not from the standpoint of only one of many competing interests.

Water is a limited resource. The average person might ask how this can be? We are literally shrouded in water-water covers most of the earth-water, water, water, everywhere you look there is water. Modern technology has allowed us to tap potable water supplies and to design and construct elaborate water distribution systems. We have developed technology to treat water we foul, soil, pollute, discard, and flush away. History has demonstrated that consumption and waste increase in response to rising supply. But the fact remains: fresh waters are a finite source-one that can be increased only slightly through desalinization or some other practice-all at tremendous cost. If water is so precious, so necessary for sustaining life, then two questions arise:1. Why do we ignore water? 2. Why do we abuse it (pollute or waste it)?We ignore water because it is so common, so accessible, so available, so unexceptional (unless you are lost in the desert without a supply of it) that we don't have to think about it. Why do we pollute and waste water? Several reasons are discussed in this text. This text deals with the essence of water: what water is, and what water is all about. While this text points out that water is one of the simplest and most common chemical compounds on earth, it is also one of the most mysterious and awe-inspiring substances we know. Essential to this discussion of water and its critical importance on earth is man-man and his use, misuse, and reuse of fresh water and wastewater. Since water is the essence of all life on earth, it is precious-too precious to abuse, misuse and ignore.
