At the outset, a swindler who dresses in bearskins is introduced. He calls himself Ursus. His companion is a domesticated wolf named Homo. Ursus lives in a caravan from which he sells various so-called medicines at holiday fairs and markets in southern England. In 1690 on the English sea coast, a group of wanderers load a ship for departure. A ten year old boy is among them, but they leave him behind when they depart. The boy is desperate, barefoot, and starving. He wanders through a snowstorm and eventually finds the corpse of a hanged criminal. The dead man is wearing shoes that the boy takes for himself. In the meantime, the ship carrying the wanderers sinks. The boy, after walking further, finds a ragged woman who is frozen to death. He is about to leave when he hears a sound coming from within the woman's clothes. He discovers an infant girl, barely alive, clutching the woman's breast. In the course of the book, a host of characters are introduced. The novel describes incidents of human cruelty perpetrated upon defenseless members of the lower classes by rich and powerful members of the English aristocracy. The book exposes cruel injustice and inequality within Britain’s political system.

Toilers of the Sea (French: Les Travailleurs de la mer) is a novel by Victor Hugo published in 1866. The book is dedicated to the island of Guernsey, where Hugo spent 19 years in exile. Like The Book of Ebenezer Le Page (1981) by G. B. Edwards, Hugo uses the setting of a small island community to transmute seemingly mundane events into drama of the highest calibre. Les Travailleurs de la Mer is set just after the Napoleonic Wars and deals with the impact of the Industrial Revolution upon the island. The story concerns a Guernseyman named Gilliatt, a social outcast who falls in love with Deruchette, the niece of a local shipowner, Mess Lethierry. When Lethierry’s ship is wrecked on the Roches Douvres, a perilous reef, Deruchette promises to marry whoever can salvage the ship’s steam engine. Gilliatt eagerly volunteers, and the story follows his physical trials and tribulations (which include a battle with an octopus), as well as the undeserved opprobrium of his neighbours.
