Direct democracy involves citizens in discussion and decisions about what the government is to do, rather than leaving this to officials or parliaments. It thus challenges the restrictions placed by representative democracies, such as Britain and the United States, on political consultation and popular participation. Why should responsible adults not take public decisions as well as making their own individual choices? One affects them just as much as the other. However, can ordinary citizens make good public policy? Many lack education and expertise and may not even be interested in politics. Even without these individual defects, mass debate may by its very nature lead to arbitrary or bad decisions. This book confronts these arguments in the light of new communication developments which, for the first time, make direct democracy technically feasible in a mass society. This is an account of the possibility of the direct involvement of citizens in the governance of their own affairs.

In democracies, contemporary politics is party politics, and parties serve to organize the political process even as they ensure democratic representation of minority and majority policy preferences. How do they do this? In great part, as this ambitious survey shows, parties translate policy preferences into policy priorities by articulating and enacting clearly defined party platforms. There is, this international author team demonstrates, a strong connection between what parties say they will do in an election campaign and what they actually do when elected. In sum, we are shown that political parties deserve more credit than they often receive. This book addresses questions central to the operation of modern democracies and can be used to inform institutional development in emerging democracies. It is at once an ambitious summary of original research and a model text for students of comparative politics. First the theory and method are introduced. Then, ten key countries are covered in parallel detail, with the discussions proceeding from general consideration of institutional and political context and program and party trends to more specific examinations of the congruence between party programs and policy outcomes. The data for all countries and parties span the post–World War II period up to the late 1980s. The analyses employ agenda, mandate, and ideology models and expenditure analyses across key policy arenas.Because of its commitment to comparative rather than merely descriptive analysis, Parties, Policies, and Democracy offers convincing answers to basic questions about the functioning of democratic political systems. Rigorous comparative analysis of forty years’ experience across ten countries demonstrates that political parties in contemporary democracies work better than critics have claimed.

This comprehensive book examines comparatively the major political development of our time: the explosion of democracy in Europe and the Third World, and its deepening in the West. The book analyzes how the new democracies are experimenting with Western models while also highlighting how these models are themselves seriously problematic. Topics include: the relationship of democracy in the nation-state to trans-national and international institutions such as the EC; problems of democracy in Post-Soviet Russia and Latin America; the continuing threat to civil liberties; and the political manipulation of the economy.

Political parties are the central link in modern democracies: they get support from electors for their policies and put them into practice in government. At least, according to democratic theory. This book examines the actual behavior of 500 governments in 20 postwar democracies (including the East European Community, Japan, Australia, New Zealand, Canada, and Israel) to determine how parties operate government. It concludes that parties do function more or less as modern democratic theory says they should, and provides an understanding of not only how democratic government works but also its moral justification. The Comparative European Politics series, published in association with the European Consortium for Political Research, is designed for students and teachers of political science and related disciplines. Each volume will provide an up-to-date survey of the current state of knowledge and research on an issue of major significance in European government and politics.

Coalitions are the commonest kind of democratic government, occurring frequently in most countries of western Europe. It is usually assumed that political parties came together in a government coalition because they agree already, or can reach an agreement, on the policy it should pursue. This book examines this idea using evidence from party election programmes and government programmes. It demonstrates that party policies do influence government programmes, but not to the extent they would if policy-agreement were the sole basis of coalition.
