In addition to providing low and middle-income students with some much needed financial relief when paying for college, this new law also makes an historical investment of more than a half billion dollars in historically black colleges and universities (HBCU), Hispanic-serving institutions, and other minority-serving schools. HBCUs provide critical higher education opportunities for African-American, low-income, and educationally disadvantaged Americans. Historically, HBCUs have played an especially significant role in opening the doors of college to African-American students. During times of slavery and segregation, HBCUs were the only institutions that would admit African-American students. Today, these colleges and universities play an increasing role in helping students succeed in college and in strengthening our workforce. This book highlights the work that must be done to ensure that students at HBCUs and other minority serving schools have the same opportunities as students at other colleges. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.
