The dramatic inside story of the rise of women in elected office over the past quarter-century, from the pioneering founder of three-million-member EMILY's List―one of the most influential players in today’s political landscapeIn 1985, aware of the near-total absence of women in Congress, Ellen R. Malcolm launched EMILY’s List, a powerhouse political organization that seeks to ignite change by getting women elected to office. The rest is riveting history: Between 1986―when there were only 12 Democratic women in the House and none in the Senate―and now, EMILY’s List has helped elect 19 women Senators, 11 governors, and 110 Democratic women to the House.Incorporating exclusive interviews with Hillary Clinton, Nancy Pelosi, Tammy Baldwin, and others, When Women Win delivers stories of some of the toughest political contests of the past three decades, including the historic victory of Barbara Mikulski as the first Democratic woman elected to the Senate in her own right; the defeat of Todd Akin (“legitimate rape”) by Claire McCaskill; and Elizabeth Warren’s dramatic win over incumbent Massachusetts senator Scott Brown. When Women Win includes Malcolm's own story―the high drama of Anita Hill’s sexual harassment testimony against Clarence Thomas and its explosive effects on women’s engagement in electoral politics; the long nights spent watching the polls after months of dogged campaigning; the heartbreaking losses and unprecedented victories―but it’s also a page-turning political saga that may well lead up to the election of the first woman president of the United States.

Barbara Burrell presents a comprehensive examination of women’s candidacy for the U.S. House of Representatives in congressional elections from 1994 through 2012. Analyzing extensive original data sets on all major party candidates for 10 elections—covering candidate status, sex, party affiliation, fundraising, candidate background variables, votes obtained, and success rates for both primary and general elections—Burrell finds no evidence of categorical gender discrimination against women candidates. They compete equally with men and often outpace them in raising money, gaining interest group and political party support, and winning elections; indeed, more women hold seats in the House than ever before. However, Burrell concludes, women have not advanced more quickly because newcomers face difficulties in challenging more experienced candidates and because women are not taking advantage of opportunities to run for office.

Since the publication of the first edition of this book, former U.S. Senator Carol Moseley Braun's campaign for the presidency in 2004 and the widespread discussion of a run in 2008 by Senator Hillary Rodham Clinton have significantly raised the profile of women on the national political stage. At the same time, progress in electing women to the U.S. Congress and state legislatures has stalled. The essays in Women and Elective Office: Past, Present and Future, which feature research on women as political candidates and officeholders, address this paradox. Recruitment patterns, media portrayals, and voter reactions to women candidates are analyzed along with the impact of women in office relative to the challenges they face. The 2nd edition includes increased coverage of women on the congressional level, women officeholders of color, and analysis of women parliamentarians worldwide. In total, Women and Elective Office offers a comprehensive look at the experiences and influence of women politicians today, while considering women's prospects for political leadership in the twenty-first century.
